CMMI Maturity Levels 1–5, explained

The Maturity Level is the rating your appraisal produces — the thing contracts actually ask for. Five levels, each building on the last. Most buyers need ML2 or ML3; ML4/ML5 are specialist territory.

ML1 — Initial

Processes are ad hoc and chaotic. Success depends on heroes, not systems. Organizations at ML1 can still deliver — they just can't promise to do it the same way twice.

ML2 — Managed

Projects are planned, monitored, and controlled. Requirements are managed, processes are followed at the project level, and commitments hold.

ML3 — Defined

Standard processes are defined at the organizational level and tailored by projects. This is the level most government and enterprise contracts require.

ML4 — Quantitatively Managed

Processes are controlled using statistical and quantitative techniques. Quality and performance objectives are set and managed with data.

ML5 — Optimizing

Continuous process improvement driven by quantitative understanding of variation. The organization systematically eliminates common causes of defects.

Don't over-target. Appraising at ML3 when your buyers only require ML2 burns money and calendar. Appraising at ML2 when contracts say ML3 wins you nothing. Match the target to actual buyer requirements — then confirm in the RFP.
